project Description

This project "The Application of Crop Insurance to Alleviate Poverty and Promote Sustainable Agricultural Production in the Chinese Autonomous Region of Inner Mongolia and Xinjiang " was an international cooperative project, funded by the Development Partnerships in Higher Education( DelPHE )Programme of the UK Government's Department for International Development (DFID). In DelPHE round two, Over 300 projects globally had applied for the funding. Finally,3 applications from China (including our project) were supported. There are 6 partners form 4 countries attended in our project, the leader partner is Agricultural Iinformation Institute of CAAS, and the leader coordinator is Prof Qiao Zhang.

Goals

This project seeks to develop improved policies and programs for managing risk in farming, through introducing and assisting in implementing crop insurance in China’s Western rural areas that are subject to severe cyclical droughts with severe poverty. The main focus will be on two Western China areas, the Autonomous Region of Inner Mongolia and Xinjiang. The project will build the capacity of policy-makers, researchers, and farmers to optimize crop risk management, in line with the national policy of increasing farmers’ income and stabilizing agricultural production.

Expected outputs
  • Internationally recognized joint research studies /publications (4~6)
  • New / revised programmer and courses developed which are relevant to country needs

  • Improved management and administration within HE institutions in the focus countries
Expect impacts
  • The policies and programs will be improved for managing risk in Chinese agriculture in order to improve food security and stabilize farm incomes. Effective integrated management systems will be established to implement the policies and programs.
  • China is expected to add about 280-300 million people by 2030, and will need a comprehensive food policy which includes risk management if it is to produce more food and maintain food security. Crop insurance will give farmers more incentive to produce higher yields and to increase the future food security in China, but with programs and policies designed to ensure sustainable development and proper environmental considerations.
  • Implementing crop insurance will contribute to farmer’s welfare in rural China, as these farmers would otherwise face increased poverty and starvation when natural calamities happen.
