The Second International Workshop of Application of China's Agricultural Insurance of DelPHE Project Convened in Beijing

   On April 22, 2008, the second international workshop of DelPHE Project,"The Application of Crop Insurance to Alleviate Poverty and Promote Sustainable Agricultural Production in the Chinese Autonomous Region of Inner Mongolia and Xinjiang" supported by U.K. Department for International Development (DFID) was convened in Chinese Academy of Agricultural Sciences (CAAS), Beijing.

   More than 50 people attended the workshop, including delegates of DelPHE Project,the officials, professors,research fellowes and graduate students from the Ministry of Science and Technology of China, Renmin University of China, Chinese Agricultural University(CAU), Beijing Normal University and CAAS. The Opening ceremony of workshop was hosted by Prof. Xianxue Meng, the Vice General Director of AII. Prof. Qiao Zhang, the first coordinator, introduced the implementation scheme and the progress of the project. Ms.Shen, delegate of DelPHE Project, Wenjing Sheng, the division director of the condition and finance Bureau, Ministry of Science and Technology, and Wensheng Wang, the vice General Director of AII addressed to celebrate the progress of the project. They all thought it is very important both on theory and practical applications, and they would provide most support for the project.

   Prof. Milton Boyd from University of Manitoba gave the academic presentation of “Challenges for Crop Insurance Programs”, analyzed difficulties such as moral hazard, adverse selection, and high administration cost faced by implementation of agricultural insurance in China, provided the effective ways to solve these difficulties. Prof. Wyn Morgan from University of Nottingham gave the academic presentation of “Futures and Options for Risk Management”, analyzed the mechanism of futures and options for agricultural risk management,and explained the advantages and disadvantages of futures and options. Prof. Guozhu Tuo from Capital University of Economics and Business gave the academic presentation of“The Construction of Institution and Pilot of Agricultural Insurance”, analyzed the formal institution design for agricultural insurance from the perspective of institution, such as decision-making institution, management institution, financial and subsidies institution. Prof. Yuanfeng Zhao from Inner Mongolia Agricultural University gave her presentation of "The application of agricultural insurance in Inner Mongolia", introduced the progress of agricultural insurance for Inner Mongolia. Prof. Holly Wang from University of Purdue gave her academic presentation of "An Overview of the U.S. Crop Insurance Program", introduced the history of crop insurance in US, analyzed the principle of agricultural insurance products and policy mechanism detailed, then provided the outlook of current issues for agricultural insurance. Prof. Jeffrey Pai from University of Manitoba gave his presentation of "Crop Reinsurance", introduced the principles of production insurance, premium calculation, subsidies and reinsurance. Prof. Qiao Zhang from CAAS introduced the progress and achievements of research in agricultural risk analysis and management by the economists of Agricultuarl Information Institute, CAAS.

   At last, Prof. Qiao Zhang summarized the workshop and put forward some advices on the implementation of the program.
